Resumption
The Philippines’ Department of Energy (DOE) has set out a provisional timetable for the resumption of the country’s fifth Green Energy Auction (GEA-5) for offshore wind.
The auction itself is tentatively scheduled for 1 December 2026, following a months-long recalibration of the programme.
The timeline, released through GEA-5 Advisory No. 3 on Tuesday, comes after the DOE suspended the auction earlier this month to reassess key implementation issues that could affect the delivery of offshore wind projects.
“The recalibration will focus on aligning the auction with the country’s actual readiness in terms of port infrastructure, permitting processes, environmental requirements, grid integration, and global supply chain conditions. And is intended to ensure a more transparent, orderly, and implementation-ready auction process,” DOE said.
DOE said that the revised auction framework will be aligned with actual infrastructure readiness, regulatory requirements, and prevailing project development conditions.
From now until September 2, the DOE will work with agencies including the Philippine Ports Authority (PPA), Department of Environment and Natural Resources (DENR), Philippine National Oil Company (PNOC), Independent Electricity Market Operator of the Philippines (IEMOP), National Transmission Corporation (TransCo), National Grid Corporation of the Philippines (NGCP), and the Energy Regulatory Commission (ERC) to validate port, environmental, and grid-readiness requirements.
The results of that review will feed into a Department Circular outlining the recalibrated policy framework, which the DOE aims to finalise by August 24 and publish in early September.
A supplemental Terms of Reference (TOR), which will undergo public consultation, is targeted for release by October 2.
Once the revised TOR is approved, the DOE will issue an updated GEA-5 schedule, stakeholder advisory and bidding instructions before auction activities resume in the fourth quarter.
Following the tentative December 1 auction, the DOE expects bid validation, issuance of Notices of Award, evaluation of post-auction requirements and issuance of Certificates of Award to run from December 2, 2026 to June 30, 2027.
The department stressed that the timeline remains indicative and may change depending on inter-agency validation, legal review, publication requirements and the outcome of ongoing consultations.
GEA-5 was originally designed to auction 3,300 megawatts of offshore wind capacity, marking the Philippines’ first dedicated offshore wind auction. The DOE suspended the process on July 4 to refine implementation parameters before proceeding.
