NEO NL established to Lead Development of New Nuclear Power Plants

The Dutch government has officially established the Nuclear Energy Organization Netherlands (NEO NL) to spearhead the development of two new nuclear power plants, marking a significant step in the country’s long-term energy strategy.

NEO NL will play a central role in the preparation, construction, and future operation of the new reactors. The initiative is aimed at strengthening the Netherlands’ transition to a CO₂-neutral energy system while ensuring a stable and reliable electricity supply.

The organization has been set up as a state policy entity, with the Ministry of Climate and Green Growth (KGG) as its sole shareholder. While the ministry defines the policy framework, NEO NL will independently carry out the project. The organization has stated that safety, diligence, and social responsibility will be at the heart of its operations.

Outgoing Minister Hermans described the move as a major milestone. “The establishment of NEO NL is an important step toward building new nuclear power plants in the Netherlands. It will contribute to a stable and future-proof energy supply and reduce our dependence on foreign energy sources,” she said.

Both nuclear power plants will be constructed at a single location. However, decisions regarding the exact site and the construction partner have not yet been made.

Following the summer of 2026, the Minister of Climate and Green Growth, together with the Minister of Housing and Spatial Planning, is expected to announce a preliminary site selection (draft preferred decision). In the meantime, NEO NL will begin preparations for selecting a construction partner.

Once the final site decision is confirmed, NEO NL will assume full responsibility for the planning and organization of the project at the chosen location, taking over these tasks from the Ministry of Climate and Green Growth.

The creation of NEO NL signals a renewed commitment by the Dutch government to nuclear energy as part of its broader strategy to secure sustainable and independent energy supplies for the future.
