Fossil Energy – Zama Oil Field
Harbour Energy has been appointed operator of the Zama oil project offshore Mexico, following agreement by the project’s partners and approval from Mexico’s energy ministry.

The Aberdeen-based oil and gas firm said its appointment was agreed by the Zama partnership, which includes Mexico’s national oil company Pemex, Grupo Carso and Talos Energy.
The Zama oil field is located offshore Mexico and was discovered in 2017, with appraisal drilling completed in 2018 and 2019.
The field is estimated to contain approximately 750 million barrels of oil equivalent of gross recoverable resources, according to the project partners.
Harbour holds a 32.2% stake in the Zama project, and a FEED study on the approved development concept was completed in early 2025.
Under the agreed arrangements, the Zama partners will have the option to appoint key personnel into Harbour’s project team.
Harbour said the next phase of work will focus on completing engineering and design activities during 2026, ahead of a planned final investment decision.
The Zama project is expected to be developed as a large scale offshore oil project and is regarded as one of the most important conventional energy developments in Mexico in recent years.
Harbour Energy managing director for Mexico Gustavo Baquero said the company’s appointment as operator of the strategically important Zama project was testament to the trust that the Mexican government, including Pemex, placed in Harbour and its partners.
“Once onstream, Zama will contribute materially to Mexico’s domestic energy supply and to Harbour’s production levels,” Baquero said.
