Trump turmoil further delays major US offshore wind contracts

Massachusetts and Rhode Island have once again postponed signing power purchase agreements (PPAs) for two offshore wind farms totaling nearly 2GW that were awarded last year, signaling a further decline in the once-burgeoning sector amid President Trump’s ongoing onslaught.

Last September, in the nation’s first three-state joint procurement round, Massachusetts awarded 1GW to Ocean Winds’ SouthCoast project and 791MW to Avangrid’s New England Wind, owned by Iberdrola.

Rhode Island procured an additional 200MW from SouthCoast, while Connecticut unexpectedly chose not to procure any capacity.
