Turbine supply
On 28 October, Siemens Energy signed a cooperation memorandum with Japan’s Ministry of Economy, Trade and Industry.

According to the Asahi Shimbun, the company will supply turbines to support floating offshore wind demonstration projects in Japan. The projects in question have not been specified.
This commitment falls within the scope of Japan’s floating programme, which has proven particularly challenging to define.
The two national demonstrations under the Green Innovation Fund, off the coast of Akita in the south and off the coast of Aichi, are centred on turbines with a capacity of 12 – 15MW.
The Akita plan involves two units in about 400m of water, with a demonstration operation scheduled for October 2029.
In their own progress reports from autumn 2025, both consortia pointed the finger at the turbine maker. The Marubeni-led Akita team said that discussions with the turbine maker regarding coupled analysis were proving challenging. The Aichi team wrote that their current floater design did not meet the turbine maker’s technical requirements.
The turbine maker’s limits on loads and motion set the targets that the floater must hit on a floating unit. Until these are agreed upon, the floater cannot be finalised.
