Romania’s Ministry of Energy has opened a public consultation on a draft government decision identifying six offshore wind concession areas in the Black Sea, paving the way for future competitive leasing rounds.
The proposed areas represent a combined potential capacity of approximately 11,5 GW.
The first phase contains three areas totalling 3.1 GW that would be the first to be put out to tenders and would achieve the target set out in Romania’s Energy Strategy 2025-2035.
According to the Ministry, the proposed concession areas were identified following an assessment of wind resources, maritime spatial planning, grid connection possibilities and potential interactions with other sea users.
The evaluation also considered shipping routes, military activities, fisheries, biodiversity and existing offshore oil and gas infrastructure.
If adopted, the government decision will provide the basis for launching competitive concession procedures for offshore wind development. However, inclusion of an area in the draft list does not confer development rights.
Individual projects will still be subject to concession awards, permitting requirements and environmental impact assessments.
