TenneT partially terminates contract with offshore projects consortium

Thursday, May 14 2026

General – Termination

TenneT has partially terminated its contract with the Hitachi Energy/Petrofac consortium for several 2 GW offshore grid connection projects.

The decision follows Petrofac’s inability to meet contractual obligations amid its ongoing financial restructuring.

To ensure continuity and maintain momentum on Europe’s offshore wind ambitions, TenneT has restructured the delivery model:

• Hitachi Energy remains a core partner

• Larsen & Toubro (L&T) joins as the replacement contractor.

The revised consortium will now deliver critical projects including IJmuiden Ver Alpha, Nederwiek, Doordewind, and LanWin5 across the Netherlands and Germany.

In March 2023 TenneT signed a framework cooperation agreement with Hitachi Energy/Petrofac for six 2GW projects out of the total of fourteen 2GW grid connection systems that TenneT will realize via the 2GW Program.

Since 2024 Petrofac has been working on a financial restructuring of its business. In the past period TenneT has worked extensively with the Petrofac/Hitachi Energy consortium on mitigation measures. Since Petrofac has not been able to meet its contractual obligations, TenneT has exercised its right to partial termination of the contract related to the Petrofac scope.
