Five European transmission system operators (TSOs) from Belgium, Denmark, Germany, and the Netherlands have signed a Memorandum of Understanding (MoU).

The initiative aims to strengthen cooperation on offshore cable infrastructure in the North Sea to enhance the affordability, efficiency, and reliability of the future power system.
This marks the launch of a joint European effort to reinforce the structural resilience of critical infrastructure essential for the energy transition. The initiative remains open to additional TSOs from the Offshore TSO Collaboration (OTC) who may join at a later stage.
As offshore wind capacity continues to expand and cross-border interconnections increase, subsea high-voltage cables are becoming a cornerstone of Europe’s electricity supply. These complex and strategically vital assets enable the reliable transmission of renewable energy to shore.
Any disruption or prolonged outage can place significant strain on the power system, with far-reaching societal and economic consequences.
Under the MoU, the participating TSOs – Elia (Belgium), Energinet (Denmark), 50Hertz (Germany), and TenneT (Germany and the Netherlands) – commit to at least one year of structured cooperation. The focus will be on sharing strategic and technical expertise.
Key areas of collaboration include:
- Repair processes and best practices
- Spare parts management
- Fault detection technologies
- Inventory of vessels, materials, and technical capabilities
The goal is to identify efficiency gains and optimization opportunities that enable faster, more cost-effective repairs with minimal impact on the power system.

This initiative will help us become faster and more efficient—reducing downtime, lowering costs, and strengthening security of supply,” said Tim Meyerjürgens, CEO of TenneT Germany.
The collaboration will be organized into four thematic working groups:
- Repair logistics
- Spare parts and equipment
- Fault detection
- Legal and financial frameworks
Each area plays a crucial role in minimizing cable system downtime. By jointly analyzing scalable solutions and optimizing resource use, the TSOs aim to combine technical efficiency with clear societal benefits.
