New York ends fifth wind solicitation without contract awards

The New York State Energy Research and Development Authority (NYSERDA) has formally concluded its fifth competitive offshore wind solicitation (ORECRFP24-1) without making any final awards.

This action effectively means the competitive procurement round, launched on 17 July 2024, ended without contracts for new offshore wind projects being executed.

The fifth solicitation sought Offshore Wind Renewable Energy Certificates (ORECs) and received 25 proposals from four developers, representing a total offer capacity of around 6 870 MW by 9 September 2024.

It included standard state priorities such as inflation indexing, commitments to labour agreements, environmental and fisheries mitigation plans, and engagement with disadvantaged communities.

In its statement on the solicitation page, NYSERDA said that the round was concluded on 13 February 2026 without award ‘due to federal actions disrupting the offshore wind market and instilling significant uncertainty into offshore wind project development’.

The authority also launched a related request for information to gather industry input on how to address these challenges in future procurements.

The cancellation of this solicitation does not mean New York is abandoning offshore wind policy.

NYSERDA continues to administer prior rounds of procurements and is exploring future solicitations designed to integrate offshore generation with grid planning, including work on the design of a sixth solicitation.
