The publication of France’s 3rd Multiannual Energy Programme (PPE 3) marks a turning point for the country’s energy transition, setting binding targets for offshore wind and unlocking unprecedented industrial opportunities for European players.

With 15 GW of offshore wind capacity targeted by 2035 (and 18 GW by 2037), France is positioning itself as a major European hub for floating wind technology.
Brittany, home to strategic projects and world-class port infrastructure, is at the heart of this ambition -offering concrete avenues for collaboration, investment, and supply chain integration.
• 40 GW of offshore wind power by 2050, including 18 GW by 2037;
• An acceleration of calls for tenders to achieve these targets, with concrete projects starting in 2026;
• And for the first time, a 250 MW call for tenders for a commercial tidal energy farm, paving the way for an industrial sector in this technology.
With PPE 3 and the unwavering commitment of regional players in ORE, Brittany is confirming its key role in floating wind power:
• AO9 South Brittany and AO10 North-West Brittany (BNO): two flagship projects for floating offshore wind power, which will boost green energy production and the resilience of the local energy mix.
• BGL (Bretagne Grand Large): the largest area dedicated to floating offshore wind power in France, with major development potential for the sector.
Brest and Lorient: two strategic ports, already involved in structuring the sector, with infrastructure dedicated to MRE projects
