Colombia has taken a step toward developing its offshore wind sector, with the National Hydrocarbons Agency (ANH) publishing the definitive list of qualified bidders for the country’s first offshore wind site leasing round.

Among the companies cleared to participate are major international players including Jan De Nul, PowerChina and DEME, underscoring growing global interest in Colombia’s offshore renewable energy potential.
The sole bid submitted in the round came from a subsidiary of Copenhagen Infrastructure Partners (CIP) for the Baons project, a proposed 425 MW offshore wind farm covering approximately 140 square kilometres. Due to its proximity to the coast, the project is expected to deploy fixed-bottom turbine technology.
Under the current schedule, CIP is expected to receive a Temporary Occupation Permit (TOP) by May 15, 2026. This permit will enable the developer to conduct site surveys, a critical step in preparing the project’s environmental and regulatory approval applications.
Looking ahead, the ANH is already preparing for the next phase of offshore wind development. The agency is assessing the possibility of launching a new leasing round, potentially before the end of the year, with additional offshore areas under consideration.
As part of this process, the Marine and Coastal Research Institute (Invemar) has previously been tasked with establishing an environmental baseline for a wind energy study area in La Guajira.
This region could emerge as the nomination zone for future offshore wind concessions, further cementing Colombia’s ambitions in the offshore renewable energy space.
