Offshore wind expansion stalls as Dutch tender fails to attract bids

RVO, the Netherlands Enterprise Agency, has received no bids for the slimmed down 1GW Nederwiek 1-A offshore wind site.

The RVO said it had not received any interest for the site, which is located about 95km from the west coast of Texel in the North Sea and covers an area of about 149.2 km 2, by the tender deadline yesterday.

Even Eneco, one of the country’s leading renewable energy companies, declined to participate.

Industry experts point to high interest rates, soaring steel prices, slow permit procedures, a lack of subsidies, and shortages of skilled workers as key obstacles — even after the government relaxed its sustainability requirements.

A previous attempt to sweeten the deal by allowing developers to submit an optional financial offer alongside their project proposal failed to attract interest. Meanwhile, tenders for the IJmuiden Ver Gamma A and B offshore wind sites have also been postponed.

Despite the setback, the Dutch government remains committed to expanding its offshore wind capacity to 21 gigawatts by 2032. In response to the market’s reluctance, the cabinet announced it will allocate over €1 billion in subsidies next year to support the construction of two new offshore wind farms, together providing an additional 2 gigawatts of capacity.
