Renewable Energy – Strategic Cooperation

The Ministry of Energy of Azerbaijan and China Energy Engineering Corporation (CEEC) have signed a strategic cooperation agreement to jointly develop 360 megawatts (MW) of renewable energy capacity in Azerbaijan.

Under the agreement, Azerbaijan and CEEC will collaborate on the construction of a 160 MW solar power plant in Fuzuli and a 200 MW offshore wind power project in the Caspian Sea.

The partnership will also explore opportunities in hydropower development and the creation of a green energy corridor.

The agreement outlines cooperation in several key areas, including:

• Energy system planning and grid integration studies;

• Establishment of a research center for green energy innovation;

• Training and development of a skilled renewable energy workforce.

In a parallel development, the Ministry of Energy signed a land lease agreement with Universal Solar Azerbaijan, a subsidiary of China’s Universal Energy, for the construction of the 100 MW Gobustan Solar Farm.

The project, with an estimated investment of $51 million, is expected to become operational by mid-2026, generating approximately 180 million kWh of electricity annually.

Azerenergy, the national energy company, has signed a power purchase and grid connection agreement for the project.
