Wind Energy – South Korea
The Ministry of Trade, Industry, and Energy (MOTIE) in South Korea has officially designated the 1GW offshore wind project in Jeonbuk Southwest as a Renewable Energy Cluster.

With this designation, Jeonbuk Province plans to develop 1.4GW of offshore wind capacity in the waters of Buan and Gochang.
A renewable energy cluster is a designated area where local governments lead the development of project sites and ensure community acceptance through public-private councils that include residents, fishermen, and local authorities.
The government can require KEPCO to build shared grid infrastructure and grant up to 0.1 REC weighting to local governments upon project completion.
To improve site feasibility, Jeonbuk Province installed wind measurement equipment through a government support program and secured local acceptance by including representatives from Buan, Gochang, and Jeongeup in the council.
In the future, a public entity will be selected to implement the project, thereby promoting the growth of Korea’s renewable energy industry.
