General – EFA
China’s Offshore Oil Engineering Company (COOEC) and Shell have agreed a new enterprise framework agreement (EFA) that establishes terms and conditions for potential engineering, procurement and construction services.
In the presence of Hilary Mercer, Shell EVP Projects & Engineering, Wang Zhangling, Chairman of COOEC, Paul van Weert, Shell VP, and Zhang Haitao, COOEC VP, signed the EFA (5-year + 2-year) on behalf of the two sides, further deepening the extensive cooperation between the two sides in O&G development, new energy, digital intelligence, green supply chain and other fields.
The Enterprise Framework Agreement (EFA) is an important cooperation model for Shell to manage their global strategic suppliers. COOEC has a long history of cooperation with Shell. In 2013, COOEC became the first supplier in the world to sign a 10-year EFA with Shell. In recent years, COOEC has successfully delivered a series of major engineering projects such as LNG Canada and Penguins FPSO to Shell, which has been highly recognized by Shell.
COOEC’s performance in safety management, quality control, project execution and other aspects are highly recognized by Hilary Mercer who also expressed her sincere appreciation for COOEC’s outstanding contributions in the delivered projects. She said that COOEC has significant competitive advantages in large manufacturing yards, professional offshore fleets, engineering standardization, high-quality delivery capabilities and other aspects, which could meet Shell’s needs. She hoped that the two sides can further establish a deeper and broader strategic partnership of cooperation, promoting all-round cooperation in fields ranging from fabrication, offshore installation to subsea construction.
Wang Zhangling pointed out that the two sides have established a deep and solid partnership on the road of common development for a long time. The signing of the new EFA and the inclusion of COOEC Tianjin Intelligent Manufacturing Base in the scope of the agreement on the basis of the continuation of the original agreement demonstrates Shell’s full trust in and high recognition of COOEC, and marks the opening of a brand-new chapter of cooperation between the two sides.
